Jay Weiner has worked with Tribes and tribal governments since he interned for California Indian Legal Services while attending law school at the University of California at Berkeley from 1994 to 1997. After law school, Mr. Weiner clerked for U.S. District Judge Charles C. Lovell and served as Court Counsel to the Supreme Court to the Republic of Palau before joining Rob Rosette’s law firm in Sacramento, California, in 2003.

Since 2004, Mr. Weiner has developed extensive expertise in the area of federal Indian water law by serving as a staff attorney for the Montana Reserved Water Rights Compact Commission and as an assistant attorney general in the Montana Attorney General’s office. Mr. Weiner has represented the Commission and the State of Montana in various aspects of reserved water rights negotiations with the tribes of the Blackfeet, Crow, Flathead and Ft. Belknap reservations, as well as with the U.S. Fish and Wildlife Service. His practice with Rosette & Associates is primarily dedicated to the representation of the Havasupai Tribe in its efforts to settle its federal reserved water rights claims in the State of Arizona.
