Ms. Chapman joins Rosette, LLP to continue serving Indian Tribal Governments through all manner of litigation and business or government transactions. Ms. Chapman brings experience in gaming, federal litigation, tribal governance, contracts, real estate, and administrative law to Rosette, LLP.
Ms. Chapman’s experience provides tribal clients with a unique understanding of the federal regulatory process involving Indian gaming. Due to the nature of her work in the Office of General Counsel for the National Indian Gaming Commission (“NIGC or Commission”), Ms. Chapman possesses special expertise to assist tribal clients in all areas of federal approval.
In her capacity at the Commission, Ms. Chapman negotiated with several States and State agencies regarding land use and casino compliance issues. Ms. Chapman worked with countless Tribes, gaming operation managers, and casino developers to ensure full compliance with federal law. She negotiated with the Internal Revenue Service, the Bureau of Indian Affairs, the Department of the Interior, and the Department of Justice. The experience gave Ms. Chapman special knowledge of federal administration and negotiation that she shares with tribal clients.
Further, Ms. Chapman’s experience provides clients with special knowledge of federal litigation. As in-house counsel to a former client, and an attorney for the NIGC, Ms. Chapman has special knowledge of both sides in any federal case and shares that experience with tribal clients.
In her in-house counsel capacity, she defended Indian Tribal Governments against challenges over land use. And Ms. Chapman defended tribal clients in other challenges to sovereignty and jurisdiction. In her capacity with the federal government, Ms. Chapman assisted the Department of Justice with the defense of Commission decisions in several federal circuits.
Ms. Chapman’s experience provides tribal clients with special knowledge on governance issues. Ms. Chapman drafts complex laws and resolutions for tribal clients and advises them on matters of authority under tribal law. She advises governing bodies on election disputes, employment matters, and other areas. She advises tribal clients on the conflict of Tribal, Federal, and State laws and matters of jurisdiction.
These skills, and her intense commitment to sovereignty and Indian Tribal Governments, drive Ms. Chapman to give tribal clients the fullest and finest representation possible.
